I don't think a reaction to vaccines would necessarily pose a problem with surgery. However, what was suggested by Ellie May was that your dog could potentially have a liver problem because reactions to medications are a symptom of liver shunt. I believe a bile acid test was suggested.

As far as other things so, a pre-op blood screen is normally done before surgeries to ensure proper organ function and that your pup can properly handle the anesthesia. This is recommended by most vets and a very common procedure.
