I can't really see that it looks abnormal or irritated, but maybe I'm not seeing it right.
Is she pooping okay, and does the poo seem normal? Has she had gland issues in the past? Did you change her food/treats at all?
If the area is irritated and still bothering her, you might try putting some diaper cream on it, or hydrocortisone cream - as these can soothe the area.
