He is teething. Sometimes his ears will go up and down while he is teething. If he hasn't had his ears trimmed by a groomer...the hair will weigh it down. So, maybe his ears need to be groomed, if they have already been groomed then you can massage the base of his ears and that will help.

I would try what I just said first before any kind taping.
