It sounds like you have the basic command down. Now you need to gradually up the ante with distractions. Try taking him to a low activity park on a very long or retractable leash. Once he's reliable on that, you can gradually move to high distraction areas.
Always remember, safety first, so make sure that you only have him off leash in situations where you are totally comfortable he can't get hurt - preferably because there is a fence in the way. I would say most dogs will never be 100% trustworthy with "Come": if there's reaaaaally good food on the ground, or a squirrel, or another dog that wants to play, or another dog that needs to be scared away, that will come first. So always consider your surroundings.
