I can't imagine there is anything in Dawn dish soap that would kill fleas any better than a mild dog shampoo would do.

Dawn's ingredients listed on bottle; other ingredients are confidential:
water, sodium lauryl sulfate, sodium pareth-23, sulfate C-12-14-16, dimethyl amine oxide, SD alcohol, undeceth-9, propylene glycol, cyclohexandiamine, polyacetate, protease, fragrance, FD&C blue, no phosphate ...

Since she seemed to have a neurological reaction to something in it, I would definitely not use it again.
