It's an interesting dilemma, carpet can be bad in some ways, and hardwood in other ways.
Tortional force, ie twisting, is dangerous to all joints, be they human or doggie.
Straight Compressive force - think about jumping up or down, without torque is harder on hips and elbows. Here with the small bones and joints, risk of fractures, and or dislocations is high
What concerns me a lot is these little guys get up to so much speed when running and playing. Inside and out.
I would also try to limit the hopping up and down to greet you, sometimes they can remind me of Jack in the boxes.
Walking on lead with your dog is very very good, these walks serve to build the upper and lower thigh muscles, which will help to keep the patella in place.
Swimming is one exercise I love to do with all my dogs. So great for their joints, aerobic, and a good muscle builder.
Treadmill is another good one, if your weather is lousy, and or for some reason you can't get out to walk your pup.
Again with everything you start slowly building up the exercise time.
