Steve, when we picked up our Reno from Gigi he was 15 weeks old and had been neutered the week before.
I would have preferred to wait to have him altered but knew this was the requirement and didn't think it would be detrimental to his health.....so far, it hasn't been. From what I've read there is more of a problem in early neutering for larger breed dogs than smaller breeds.
It's a shame breeders have had to resort to early neutering, but I do understand.
