First, I would contact animal control and if they cannot take care of the problem then I would try to train the neighbors dog to not bark with one of those bark silencers. Since he barks non stop you could go outside alone without your dog and use it to curb the other dogs barking. I've heard of others on some reviews of the silencers who have been able to have success with it within a few days. Too bad the neighbors ignored your request about their pet. But you have a right to peace and quiet. Good luck.
