Actually one can sell a puppy at 8 weeks old in Florida - per the Florida Statutes. But it is inadvisable as far as I am concerned.
From the Statutes Chapter 828.29
(4) A person may not transport into the state for sale or offer for sale within the state any dog or cat that is less than 8 weeks of age.
