I remember after Jackson was neutered, I was confused why there was still skin there. It went away after a few days! Also, I hate seeing dogs with balls, hahaha! I dunno, to me it just looks so gross. You can't really tell on the little ones, but it's so gross when a medium-large size dog is running around in the dog park with his jelly beans flopping around, hahaha. Grosses me out! Chop those suckers off!
