I don't know how effective training can be if:
1) He's not neutered. The main drive for the marking behavior are the hormones produced by an intact male.
2) He lives in two houses with two sets of rules. Everyone needs to be on the same page for ANY training to work.
Belly bands only cover up the problem, but they don't solve it. I have used them, but I used them to assist in training as a temporary solution. I'd be afraid of using them long term since they wear it all day, all the time. That means that the pee is held up against their skin all day everyday for the rest of their life.
