Most rescue organizations don't place a dog without it being spayed/neutered. If your planning on keeping Charlie as a pet, it will be better for Charlie if you have him neutered, no matter how the rescue comes to you.
As for your question on should you have two? They are like potatoe chips...you can't have just one!
