Cry Poppy is NOT the little angel she seems to be...

Poppy has serious biting problems.
At first she would just bite fingers and toes, I read: Teaching Bite Inhibition - Whole Dog Journal Article
On bite inhibition and have been doing what it says but its not working.
Now her puppy teeth are all in it really hurts when she bites and she is really starting to latch on.
AND its not just fingers and toes... its faces, she is always biting me on the face.
When she does it I give a firm NO! and try and ignore her for a while to take the game away but she just keeps biting me until I put her in her pen.
The second she's calm I take her back out of the pen and the biting starts again.
She has also started to try and bite my older dog Jess, I know that Jess will be able to teach her some bite inhibition but Im afraid Jess will really hurt her.

Im goin on holiday next month and Poppy will be staying with my boyfriends family while we are away.
Problem is that they my boyfriend's nephews and neices are always around the house and Im terrified she will bite one of them.
The usual biting rules just dont seem to be working! Can anyone suggest anything? Thanks in advance.
