I had the same problem, Poppy would gulp gulp gulp bowl after bowl of milk and not even touch her dinner.
The vet told me that because she had already been weaned off her mothers milk I should just be giving her water because it could give her the runs. (I noticed her stools were much better once I took her off the milk.)
When I came back from the vets I took the milk straight off her and just gave her water and after a few hours she would drink it properly.
If your Poppy wont touch the water at all I think you should take LunasMomma's advice and water down the milk gradually until there is only water in her bowl.
