I don't know anything about Bil-Jac food, but some yorkies are just picky eaters. There are days my 6 month old just flat out refuses to eat anything I put in his bowl, but he will eat if I hand feed him his kibble! If he's eating his training treats and kong stuffing, it could be that he is getting too full from those- make sure they are high quality food items and not junk food.

Have you tried mixing in a small amount of a different type of food to see if that perks up his interest?
