I am sure if people were not afraid of incarceration, we would see adds on craigslist for people wanting to "rehome" their children because they cost too much, eat too much, do not behave well enough, don't listen, whatever.
I wish stricter laws applied to people dumping/abandoning pets. I wish every county in every state required a license for pet ownership and required them to be registered. I would gladly pay to own my girls. That
might keep some of the irresponsible people from owning.
