I understand their reasoning to a point- to prevent people from taking a pup home too early and then sticking the insurance company with the bill for the consequences of doing so.
It's probably also to prevent greeders for insuring pups while prior to them showing any signs of congenital problems.
It is the pits, though, when you are trying to be a responsible pet owner.
