I don't know if it's "normal," I just wanted to point out that any hormones Miloh had in him don't disappear right after the neuter. They slowly flush out of his system. If it's a behavior you don't want to encourage, just tell him no and change his focus onto something else. Do you have any chews to help keep him busy? Any toys he can sit and chew/playwith?

As long as he has no access to stairs and high furniture that he might want to climb, a little bit of freedom probably won't hurt him. If you're not comfortable, keep him confined.
