Default grooming puppy mill dogs

I adopted a 6 year old ex breeding puppy farm (mill) girl 10 weeks ago. Poppy is a bichon frise so is going to need serious grooming at some point. The rescue had to shave her almost down to nothing as she was so matted, so she will be ok for a few more weeks.
If i go near her with comb, brush, scissors or razor, she is terrified and runs away from me. I dont want to frighten her, but she will need a trim soon.
Does anyone have any tips or personal experience please?
I would prefer not to take her to a groomer as i think it would be too distressing for her.
i have been trimming my yorkie Molly in front of Poppy in the hope that she will realise its ok, bt no good so far!
Any suggestions gratefully received!
