I like the set up you have... it's close to what I did with Harley... instead of pee pads, what about a grid system? In the US they have WizDog or UGO Dog, systems, it's a lot cheaper than pee pads, and everyone I've talked to who uses it (I'm in Canada so we make a homemade system) has never had a problem getting the dog to go outside too.

just put some pee pads underneath until your pup gets the scent of where to go, then you should be good from then on.
