Try by putting toothpaste on your fingers and rubbing it on her gums. After she allows you to put your hands in her mouth, move to the toothbrush. Be sure to tell her what you are doing. I always tell my dogs what we are doing so they know. It sounds silly but they are cooperative that way. I always do it as a question also "Brush teeth?" or "Upstairs?" or "run in the yard?"
I always reward with a delicious treat for cooperative behavior and listening to commands.
