What difference does it make why she wants to breed? She has a rescue, no papers, no chance of "bettering the breed" which is usually why reputable breeders breed. Obviously this person wants to breed for the money. Worst reason in the world. The pups will not be able to be registered (at least with the AKC) The female is way too small to be bred, so the owner is willing to put her dog's life in danger in hopes of making a few bucks? Disgusting!.
There are too many pups in the shelters and pounds. Why participate in adding to the population? If you allow your dog to be bred with hers you are adding to the problem.
