I actually think that's impressive communication when they learn to do that. My older Yorkie, Vinnie, will scratch me too when he has to go out. He starts with a light scratch and, if I don't respond, slowly increases the strength of his scratching. He's a very effective communicator. He doesn't do it in malice, but really as a way to get me up to get him outside. He usually only does it when he really has to go bad.
