I agree.. just as you would want an adult or a child to ask if they could touch your dog, why wouldnt you of asked the man if it was ok for YOUR dog to approach his.. not all dogs in this world are friendly with other dogs.. sorry to say this, but if your dog would of gotten hurt it would of been your responibilty not his. Your lucky nothing more was done to your dog. Think about it.. how would you feel if the situations was reversed? Wouldnt you of been upset if his dog approached yours like that??
