Puppy mills are commercial breeding facilities that produce puppies in large numbers. The animals in these facilities are often treated inhumanely and are seen as a tool for profit by their operators. These animals are sold through a variety of channels, including the Internet and pet shops, often without information about their health history and genetic lineage. Although legislation to end this inhumane practice has not yet been introduced in the Senate, please be assured that I would be supportive of such efforts.

Thank you for contacting me to express your support for S. 3424, the Puppy Uniform Protection and Safety Act. Your opinion is very important to me, and I appreciate the opportunity to respond to you on this vital issue.

You will be pleased to know that I am a proud cosponsor of the Puppy Uniform Protection and Safety Act. As you may know, this legislation would close a loophole in current federal law by requiring licensing and inspection of high volume retail breeders, otherwise known as puppy mills, that sell animals directly to the public and breeds more than 50 dogs for use as pets over any one-year period. This bill would also require these breeders and dealers to provide each dog over the age of 12 weeks of age with the opportunity for daily exercise. I look forward to continuing to fully support strong regulations to create humane conditions for animals. One of my priorities as your United States Senator is to improve the conditions for animals and end the horrific practices carried out in our nation's puppy mills.

I strongly believe that inhumane conditions for our pets are unacceptable. While many breeders tend to raise their animals in a proper, humane manner and provide healthy pets to responsible owners, far too many animals are bred, raised and sold in cruel conditions such as puppy mills. Dogs raised in puppy mills often live in unsanitary and over-crowded conditions. These helpless puppies are often taken from their mothers prematurely, well before the recommended eight to ten weeks. Moreover, they typically do not receive adequate nourishment and are often exposed to the harsh elements during the winter and summer months. These inhumane breeding practices can result in chronic health problems, issues with temperament, and hereditary defects. The practices that take place in puppy mills are thoroughly appalling and should not be permitted to continue.

You will be pleased to know that I have been a strong and vocal advocate of animal rights. Last Congress, I proudly introduced the Tracking Animal Cruelty Crimes Bill, S. 2439, which would have given law enforcement officers a critical tool for combating animal cruelty and preventing violent crime by directing the FBI to add animal cruelty crimes to the Uniform Crime Reporting Program. Please be assured that I will work with my colleagues in the Senate on legislation that fights against despicable abuses and promotes animal rights.

I am proud to have received the 2009 Humane Champion Award from the Humane Society of the United States for introducing legislation to require the accurate labeling of fur apparel regardless of dollar value, for my leadership on animal cruelty reporting, and for my perfect score on the 2009 Humane Scorecard. I look forward to continuing to fight for animal rights and living up to this honor.
