Thanks everyone. Emmy's human mommy (Belindtch) was a member here for years. She passed on July 1 and new homes were found for her 3 yorkies, Alyssa, Emmy and Lucy. Alyssa is in Texas, Emmy went to FL and Lucy is in CA. Belinda loved the GE's so much and i wanted Emmy to be able to participate. Because her new mommy isn't a member here, Emmy wasn't allowed to participate. I just wanted Emmy to get some spoiling since she had been through so much lately with losing her mommy, daddy, home, sisters and everyone she knew. Fortunately, she is adjusting well in her new home.
It's no problem, i am just a little disappointed that an exception wasn't made for Belinda's dog who was very involved here on YT for so many years. I was willing to do my part of the GE and do the box for Emmy and then Emmy would get the surprise but Admin said no.

Well there is no rule that says that you can't send her a gift box. You don't have to be part of the GE, just send her a pkg anyway.
