I don't think it was professional of the vet to say that...
I've never heard Harley yelp with a needle, but this is what my vet does...
He puts him on the table... does his check up... gives him a treat, hold the puppy in one hand (cause he was still small enough) the needle in the other (out of eye shot) cuddles him, talks to him, rubs the spot, needle in and done. Followed by hugs and another treat....
I've also seen vets with larger animals, tap on the spot the needle is going in (I used to this to inject my horses), you tap and tap and it makes the spot numb, and then on one of the taps, in goes the needle.
There are several tricks to make it as painless as possible, if your vet doesn't do this, you may want to look for a more gentle and professional acting vet.
