Tearing up paper and puppy pads seems to be fairly common for puppies; at least for Lucy. She doesn't eat the paper though (or not much of it anyway).
But you do have to be concerned when they are eating fabric, carpet, things that can wind around their intestines and cause blockages as another poster said. They can end up very ill and needing surgery. Also be careful of electrical wire (yes, I found little teeth marks in mine) Yikes!
There are dogs they call 'hoover dogs' because they have a compulsion to eat everything in sight and folks have to be really careful in monitoring them.
However, almost every puppy I've ever had chewed on things that they shouldn't have. All mine (fingers crossed for Lucy yet) seemed to grow out of it for the most part.
