You should note the place, date, time, vehicle description, license plate and go back to the subway and see if you can get anyone that witnessed your asking for an owner. Call the 911 center and get the name of the operator you spoke to. Lodge a complaint with the center and/or police department which may possibly be one and the same entity. Their argument may be that it involved an animal and not a human and therefore should have been on the non-emergency line and not 911. This can be fought on two fronts. 1. if true the operator should have stated so and provided the number. 2. 911 is for handling call involving the emergency and immediate threat to person and property. Currently dogs fall under the category of property and it was in imminent danger.

When I get a 911 call about an animal in immediate distress I take it on 911, I do not shuffle them to the non-emergency line. I send an officer. The officer tries to find the owner and if he can't he takes the animal. We have a no kill shelter, we are animal control. In some major cities it take animal control forever to arrive. When I worked LV, no way a police officer would respond, you would have to wait for animal control, we didn't have enough police officers. Just depends on where you are. But in your situation, with what the 911 operator told you I would definitely lodge a complaint.

Please, people, when complaining about a situation like this, do not exaggerate the situation, such as saying you were there longer than you were or the window was not rolled down at all etc... if there are ever charges brought against the perpetrator and he gets a decent lawyer or public defender, all it takes is one witness that says you lied on how long you were there or any other part of your story and the veracity of your entire complaint is in the toilet. If charges are dropped because you tried to make an already horrible crime even worse, than nobody wins and the animal loses completely. I've been doing this for over 20yrs.... I've seen it happen....ain't worth it.
