I think you can place it in a "stay put" device however I think that once your puppy realizes they are not distructable, they will not move it. My puppies have barely touched our cloth pads compared to the daily shredding and movement of the paper ones.
I would suggest trying to not lock it into anything for the first week and see how it goes. If she does move it around then try locking it in place somewhere... She might suprise you!
