I would take Phoebe out every 1-2 hours. We always went to the same door and I'd tell her lets go potty! Potty is her key word now and always goes to that door. If she slept in her crate or was put in it while we were out as soon as we got home we went to potty. She is now 4 and still has accidents , but very few.
