Do your best to find a local breeder. It is always easier to go to the breeder and look at the puppies and meet the breeder as opposed to finding a puppy online.
As far as paying for things online, I LOVE paypal! Both the buyer and seller are protected in case there are issues. I used the protection once on a purchase I made where I never got the item and paypal gave me my money back.
