But aren't they already licensed and inspected by the USDA? Walking them every day is good, but why not insist that they have pens that have access to the outside. And they cannot be kept in buildings off of the breeders premesis. If they were not allowed to be kept in cages that might make owning a large number of dogs cost prohibitive.
