I would tell you not to worry about the rabies tag...we have never been questioned about anything!! I would just ask your vet for a copy of the shot records and bring those...that is what we did!! It is really just in case your dog bites someone (which won't happen)....and it is up to the other people in the park to patrol....
The small dog area is for those up to 40lbs and sometimes there are some bigger dogs in there, but if you feel like Muffin is big enough to handle it and he has had his shots then I would not worry about it....we would love to have you!! I am not sure about the licenses I have never heard of them at all....
It looks like it is going to be sunny but a bit cool, so bring your jackets!! And possible a chair to sit in as there is not a whole bunch of seating....
