I remember when Sophie was losing teeth she also had bad breath. I don't know WHY, but it surely is worse at that time.
However, nows the time to start getting your puppy used to the toothbrush.
I use Petzlife Oral Gel. It also comes in a spray that you can spray right into their mouth. This is excellent at keeping tartar away.
My local PetSmart carries it. If you can't find it local, many of the dog internet stores carry it.
