Try taking some of her poop out into the yard & leave it for a couple days. It may help to connect the dots for her. If she poops on the pee pads, gradually move the pad to outdoors.

Roxy was kinda like that too till I took her to day care the second time. Something connected for her there that I wasn't getting through to her at home. Maybe some play dates with other dogs may help if you have friend/family with dogs. Good luck.
