You're pup began his vaccinations a bit too young. Then there is the consideration of his weight. Usually one this small should only get a 1/2 dose.....beginning between 8-9 weeks of age, 2nd 12 wks and the final at 16 weeks.
Because of your pups reaction you're vet is more than likely telling you that your pup should not ever have a vaccinations again. He will have to provide you a letter informing animal control of your pups reaction and his recommondations.
