Undescended testicles do pose a cancer risk in later life. And the surgery for neutering IS more invasive because they have to go in to the abdomen to retrieve them.

That being said, how is it any worse for a male than it is for a female to undergo a spay?

I know some people want to wait until their pup hits a magic weight. But if you have a vet who is familiar with toy breeds and you are comfortable with their care, then I would follow their recommendations as to when the surgery should be done.
