Default aggressive dogs next door & walking

The two things mentioned in the title aren't related, by the way.


My neighbor has 2 small dogs. They look like they may have some jack russell terrier in them. They have always been annoying because they never shut up, and I've always disliked one of them for trying to kill my cat. But to be honest, they're cute. And they are friendly towards humans. Problem is, they are aggressive towards other dogs.... including my 16 week old yorkie, Yoni. Now, Yoni has been doing very well with potty training. He goes outside for maybe 10 minutes at a time on his leash. He is an indoor dog, so after he does his business we let him back inside. He has always been curious about the dogs next door, but I knew they wanted to hurt him when poor Yoni put his nose through the fence and they tried to attack his face. He kept his distance after that. But today, one of the dogs got through the gate and made a beeline for Yoni. I had JUST let him outside. I was sitting at the kitchen table, and all I had to do was peak out the window to see him. Usually I look out and see Yoni running around in the yard, so it was quite a shock when I looked out and saw another dog viciously chasing him and trying to bite him. My boy is smart, though, he kept running around in circles really fast and the other dog had a hard time getting a hold of him. Unfortunately he did make Yoni squeal, but luckily there was no blood. My neighbor helped me get the dog away from Yoni, but it wasn't easy..... that dog was determined to hurt my Yoni. He apologized and I accepted, but I am very concerned. This is the second time one of his dogs has attacked one of my pets (I mentioned my cat above). I told my dad that he should talk to the neighbors about it, but he said that there is nothing we can do because he has a fence. Well, yeah, but he is still responsible for making sure the dogs don't escape and hurt anyone. I don't want to do anything drastic, but I would like my neighbor to do his part in trying to prevent another episode like this. They are really nice people. He is a pastor and she has her own little bakery. They aren't a couple of obnoxious people who just don't care.... I think they just didn't know how to train and socialize their dogs properly. I do not want to be rude to them.



And, a quick comment about Yoni's awesomeness. We are having problems with biting. It is definitely getting better, but it's still something we're working on. But when it comes to walking, Yoni is PRO. Seriously. The first time I took him for a walk, which was a few weeks ago, he tried to walk under my feet, drag me everywhere, sniff everything, etc. I didn't take him out again for a while because I wanted to wait until he got all of his needles. So, today, we went for another walk. I seriously did not feel a tug. I had to check and make sure he was still there a few times LOL. He walked right beside me the whole time.... no stopping or pulling. I was very impressed with him. I thought leash training was going to be a long process, but apparently not.
