They are not different, the rule is the same for all breeds. Perhaps in the, past the AKC had different rules, but it's not so easy now to start a new breed.
Partis could never have been a new breed because they are yorkies. They have always been around, but years ago they destroyed them, or gave them away and denied that they existed.
