The cement around a pool is made rougher to prevent slips/falls. Poor little guy was having too much fun! Maybe get him some sandals or shoes to protect his feet and nails?

Baking flour will work in a pinch if you don't have Quic-Stop or a Styptic pencil, and doesn't burn.
