If she's not used to going outside; you will have to stay outside with her until she does her business. Then PRAISE HER like crazy! Have a party with some really, really good treats that she only gets when she potty's outside.
She'll get the message. But she is very young and you will have to be consistent with taking her out all the time, staying with her until she pees/poops; and then praise/treat.
At her age, you can expect some accidents for a few more months but you need to get the idea in her head.
I wouldn't use a collar to take her out; I would use a harness.
