Because this way Fizz can get safe socialization with all types of dogs, and hubby will know to say let's go south instead of meet up with a particular dog.

That would scare me too! We keep Fizz at a distance & have her sit. We observe first the dog, next the owner's control of the dog and then we speak to the owner before Fizz gets anywhere near. We DON'T take it at the owner's word either (unfortunately, there's a lot of irresponsible owners out there) it has to be a combination of all of the above before we let her near. If the dog is off leash - all bets are off, and she is scooped up and taken in the opposite direction.
