The second week I had my pup, I purchased a baby play pen off of craigs list for $20. It worked out great having the pads on one end (especially over night, I didn't have to get up and take him out over and over). I'm sure and X-pen would provide the same--anything they can walk around in and keep their sleep area clean, but "use it" on the other end--you just have to change the pads. During the 6 weeks of keeping him in the pen, we had around 10 accidents on our carpet when he was out for play time. Now that he's over 16 weeks and able to "hold it" over night and for longer periods during the day, I no longer use the play pen or pads. He goes outside and sleep in his wire crate.

You may also want to try taking a piece of the Pad outside with you and placing it on the ground, that may help her to go when she's out there, since she is used to the pad and not grass.
