Since it's more near the opening, what about aloe vera gel? If you have any of that, you could try a bit of it. You could still use a teensy bit of hydrocort/antibio cream near the opening...just try to rub it into the skin so it absorbs. The red line isn't a vein, maybe? Sometimes veins just really show up since the manly area is very vascular area - so maybe you're seeing a vein/capillary?
