Not to be too graphic, but let's just be graphic and get it over with. Do you mean like the opening-tip, or more like on the outside/perimeter of the tip? Is it just a bit red or something?
If it's more on the perimeter, and if you have a bit of hydrocortisone cream - you could take a tiny bit and rub it in on the area...trying your best to get it all rubbed in there, so he won't just lick it all off later (so just rub a small dot in, then a little more if able to, etc).

The irritation is on the opening tip and then stretches down a little, like a red line. It's so obvious because his skin is so white. It's not big at all but it's definitely red.
