How old is she and how consistent are you? If she's young, try taking her every 2 hours or less and stay with her there for 20 mins. If she's not fully potty trained, do not give her free roam. If you allow her out of her crate, or ex-pen, make sure you will give her 100% of your attention. Learn what her signs for potty are (ex. sniffing, circling, etc) and as soon as you see them, pick her up and take her to the pad.

I had to re-train my then one and a half year old to potty pads after he'd been going outside for a year. Let me tell you, it wasn't easy and it wasn't fun. He spent a lot of time in his ex-pen if I couldn't watch him and we spent 20 minutes on the pad. He was only allowed to come and play or follow me around after he went piddle on the pad.
