You should just be able to ask for blood work and such without a vet trying to talk you out of it. I'd be very uneasy about that.
It depends on the exam thing. If she is listening to her heart or something and doesn't say anything, then that would mean it is ok. If I ask her to look at something specifically, she tells me what she finds. Her or her tech call within a day or two of running most tests with results. That is the norm in the US.
