Substantial. 
Even supervised, and even if it happens in a fraction of a second's time. Yes, even a small dog can react in the same manner, the difference is the amount of damage a large dog vs a small dog can cause. Not trying to imply anything negative about larger dogs, that's just the fact of the matter.
