I've been thinking about that angle, and came up with this theory, purely my opinion and all conjecture, mind you
I think that when the dogs aren't producing as many puppies, or when these "people" think that the authorities are closing in, they "purge" the dogs they have, then purchase new ones and start all over again. Just my theory..
